Abstract - Rate Setting: A Structured Approach to Enhancing a Utility’s Financial Viability (Co-Author: David Jagt, Manager, Black & Veatch Corp.)

Water and wastewater utilities nationwide are truly operating in a “New Normal” in that they concurrently face a multitude of issues and challenges. The diverse issues need to be skillfully and strategically addressed to sustain cost effective and high quality service delivery. Regulatory requirements and aging infrastructure are driving the need for capital intensive infrastructure programs. Operating costs with respect to employee benefit costs, energy and chemicals are continuing to escalate. All of these rapidly increase a utility’s costs at a time when customer usage demands are declining, and ultimately lead to significant rate pressures.

Utility leaders are increasingly looking for opportunities to improve revenue stability, while reflecting proper cost of service principles in resulting rate structures. Effective rate setting is a key to sustaining a utility’s financial stability.

In this presentation, Black & Veatch will provide an overview of the many issues that affect revenue stability, and discuss strategies utilized by other industries, such as the gas industry, to improve the utility’s financial position, revenue stability and customer acceptance.
